I am grateful for very full
information given but owing to the short
time available for a reply I can only
comment generally at this stage. I had
intended to comment more fully on the
CA 3685 Commander-in-Chief's telegram of 3rd April
but deferred doing so pending consultation
with Follows. This has now proved to be
impossible and I will comment as fully as
it is. possible after discussions which hope4
to arrange with MacDougall on July 26th.
Meanwhile, I am afraid I cannot be
committed to approving the total

expenditure indicated in your telegram
under reply; nor to the procedure suggested
in paragraph 7 whereby the whole of the
deficit which, in part, arises out of
expenditure properly chargeable to loan
temporarily
should be met by H.M.G.
In principle
While in
particular, I am strongly in favour of a loan being raised whenever convenient,
I should require more information which
is no doubt in your cetailed despatch as
to the possibilities of raising a loan
locally
